AI Chatbots Deliver ‘Unreliable and Biased’ Voting Advice, States Netherlands Regulator

AI chatbots are proving to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has reported, raising alarms about a potential threat to democratic processes just over a week before the country’s general election.

Testing Reveals Repeated Partiality in AI Suggestions

The four chatbots tested by the AP “frequently recommend identical two parties”, irrespective of the user’s question or command, the regulator explained in a analysis published ahead of the 29 October election.

In more than half of the cases, the AI recommended either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Some parties, such as the moderate CDA, “are almost never mentioned”, despite the fact that the user’s input precisely aligns with the positions of these parties, the study pointed out.

Official Warns Against Using AI Chatbots for Election Advice

The deputy head of the data protection agency, Monique Verdier, commented that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that might not correspond to their ideological beliefs, she emphasized.

“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against using AI chatbots for voting advice, as their functioning is opaque and difficult to verify.”

Voting Background and Party Dynamics

The Dutch head to the polls on 29 October in an election that will be keenly observed around Europe for the performance of the PVV.

The far-right party of Geert Wilders is leading the polls but the lead over the left-wing and centre-right parties seems to be closing, with many voters yet to make up their minds.

All major parties have ruled out an alliance with the PVV, implying the runner-up party is most likely to supply the future head of government.

Inadvertent Prejudice Attributed to Chatbot Functioning

The authority emphasised that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a result of the manner in which AI assistants function.
